Removing a misfired munition from a range isn’t automatically evidence of disposal intent. In munition safety, disposal implies a deliberate plan to discard or neutralize the munition, which can be part of authorized procedures. There are legitimate reasons to move a misfired item off the range—such as safety protocols, transporting it to a secure area for proper disposal by trained personnel, or isolating it for investigation—without showing an intent to dispose it in the sense of abandoning it. Because the action can occur within approved procedures or for safety reasons, the statement that it always indicates an overt intent to dispose is not correct.
