In this rule set, the action of obtaining treatment CE is not something an installation can initiate. The process and authority lie with the overseeing program or regulatory agency, not with the installation itself. Because installations do not have the authority to apply for treatment CE, it cannot be pursued by them under any circumstances—hence, never. The other pathways (immediately, with state approval, or under existing CE programs) imply permissions or processes that aren’t available to installations for this action.
